Rating Review Estimates 2008-09

Rating Review Estimates is considered to be the most authoritative guide to local government financial statistics in Scotland.

The publication includes statistics and estimated expenditure information for all 32 authorities. Estimated expenditure on all services is included, as well as information relating to the number of councillors, the council tax base and non-domestic rateable values for each authority. For the three major services areas of Housing, Education and Social Work, more detail information is included.

The Balance of Funding and Reform of Local Government FinanceIn 1989-90 local authority expenditure was funded to the extent of 58% from rates and 42% from government grants. The changes over the years mean that around 80% of expenditure is funded by central government. The effect is to make the level of council tax more highly geared to increases in expenditure beyond those allowed for in the grant settlement and the redistribution of National Non-Domestic Rates. The effect of such increases in expenditure will be reflected by greater proportionate increases in the council tax.Concern at year-on-year council tax increases over the rate of inflation saw a return to the use of capping powers in 2004-05 and led to renewed calls for an alternative system of local taxation.In 2003 the government launched a major review of local government finance known as the 'Balance of Funding Review'. The review considered the effects of changing the proportion of revenues raised from local taxation (currently around 20% from council tax) and alternative systems such as a local income tax. Other options included a return of NNDR to local control. Though no formal changes were made as a result of the review, the findings were taken on board by the independent Lyons Inquiry into Local Government. Initially set up to look at funding, the Inquiry' remit was widened to look at the role and functions of local government. Its recommendations were published in March 2007. It proposes several short-term changes to tackle the most urgent problems and more radical reforms options for future governments. The report does not recommend replacing the council tax with a new system of local government funding, at least in the short term, but several changes are suggested to make the tax fairer. This publication is the recognised source of summary information on local authority budgets, council taxes and national non-domestic rates. An analysis of each authority’s service expenditure is provided together with information on the level of specific grants, revenue support grant and the amount of expenditure funded by national non-domestic rates, council tax and balances. An analysis of service expenditure per head of population is also provided.

Council Tax Demands and Precepts 2008-09
