Council Tax Demands and Precepts 2006-07

On average, council tax bills are set to increase by £53 to £1,250 for a 'band D' property in 2006-07, according to the most comprehensive and independent survey of local authorities in England and Wales. The analysis has been undertaken by the Chartered Institute of Public Finance and Accountancy (CIPFA) on behalf of the Radio 4 Today programme. The forecast predicts a 4.5 per cent rise over 2005-06.

Although this year’s increase is above inflation (currently 2.4 per cent), it ranks as the second lowest increase of the past decade. Only the 2005-06 increase of 4.0% is lower.

Private Finance Initiatives / Public Private Partnerships 2005

Since 1997, PFI has increasingly provided a source of funds for local authorities, to build new facilities and refurbish existing assets.

PPP is the umbrella name given to a range of initiatives involving the private sector in the operation of public services. PFI is the most frequently used of these initiatives where large investment in public projects is required.

It is government policy to encourage the use of private finance instead of borrowing directly. The use of private sources of finance within the public sector is not new, but prior to 1992 it was positively discouraged by successive governments. In his 1992 Autumn Statement, the Chancellor of the Exchequer announced a radical change in policy aimed at increasing the scope for the private financing of public projects.

Revenue Collection Working Party Minutes

The responsibility for reviewing and developing the survey process and providing advice to compilers on technical issues falls to the SIS Working Parties. Within this broad scope the Working Parties aim to:
  • identify the needs for both statistical and non-statistical information to support local authorities in providing their services;
  • review the range of statistics collected, the collectability and credibility of methodologies to ensure that they are relevant;
  • identify common problems, possible solutions and relevant data to encourage better understanding of statistical issues.

Prudential Indicators for Capital Expenditure, External Debt and Treasury Management 2005

CIPFA has played a key role in the development of the prudential framework for capital investment by local government. This replaces the previous regulatory frameworks in England, Wales and Scotland. The new system is one based largely on self-regulation by local authorities. At its heart is the CIPFA Prudential Code for Capital Finance in Local Authorities. This is potentially the most significant and positive change in local authority finance for decades and will enable authorities to take greater control of their investment in the fixed assets that are central to the delivery of quality local public services.

Revenue Collection Statistics 2003-04 Actuals

This publication provides an analysis of the collection and enforcement of council tax and NNDR for local authorities in England and Wales. Highlighting the 7.7% rise in the number of recipients of council tax benefit on the previous year and the significant increase in the number of discounts. Total arrears continues to decline, at 31st March 2004 arrears totalled £600m or 4.2% of gross amount collectable. The publication also covers provision of service, refunds and exemptions.
