Finance and General Comparative Profile: 2008-09

The Finance and General profile offers you a powerful comparative snapshot of your authority against a selected group of other authorities. In addition to your own data and your class average you can be compared to a selected group of your own choice. A group of up to 20 authorities may be of your own choosing, or a top 20 generated by our nearest neighbours model.

An analysis of each authority’s service expenditure is provided together with information on the level of specific grants, revenue support grant and the amount of expenditure funded by national non-domestic rates, council tax and balances. An analysis of service expenditure per head of population is also provided.

Councils increase spending on local services by 4.9% to £1,677 per Head of Population

Results published in the recent CIPFA Finance and General Statistics 2005-06 show that councils plan to increase spending on local services by just under 4.9% to £1,677 per head of population in England and Wales. These results are based on the joint Chartered Institute of Public Finance and Accountancy and Office of the Deputy Prime Minister – General Fund Revenue Accounts Return (RA05). The figures for Wales come from the equivalent return collected by the National Assembly for Wales. Local authorities in England and Wales are forecasting a 6.6 per cent increase in net revenue expenditure this year to £76.4 billions, compared to a 6.1 per cent increase last year. The draw on Local Authority reserves has increased keeping the increase in budget requirement down to 5.9%.

Central Government grants now account for over 80 per cent of authorities’ spending with the remainder provided through the council tax i.e. less than £1 in every £5 spent by Councils is funded from local taxes. These figures provide the first opportunity to see how the money being raised through the council tax, together with government grants is spent on specific services.
