Department of Culture, Media and Sport

The DCMS is responsible for Government policy on the arts, sport, the National Lottery, tourism, libraries, museums and galleries, broadcasting, creative industries including film and the music industry, press freedom and regulation, licensing, gambling and the historic environment.

We are also responsible for the listing of historic buildings and scheduling of ancient monuments, the export licensing of cultural goods, the management of the Government Art Collection and for the Royal Parks Agency.

The Cultural Statistics in Scotland profile offers you a powerful comparative snapshot of your authority against a selected group of other authorities. In addition to your own data and your class average you can be compared to a selected group of your own choice. A group of up to 20 authorities may be of your own choosing, or a top 20 generated by our nearest neighbours model.

The profile shows total net expenditure per head of population analysed over the main cultural service areas (Sport, Community Recreation, Parks and Open Spaces, The Arts, Heritage and Museums, Tourism, Libraries and Archives).

Cultural Statistics in Scotland 2005

Before applying expenditure on capital charges, £540.5 million was spent by local authorities on
culture in Scotland in 2004-05, a 6.2% increase over 2003-04. The estimated figures provided, show this will increase in 2005-06 to £545.9 million, which is just over £107 per head of population.

The publication highlights an increase of 8.1% for Net Total Cost (Net Expenditure + Capital Charges) between 2003-04 Actuals and 2005-06 Estimates.

Public Library Statistics 2005-06 Estimates and 2004-05 Actuals

Statistics published today by the Chartered Institute of Public Finance and Accountancy (CIPFA) show a steady increase in visits to UK public libraries over the last three years. The number of visits has increased by 7% - up from 318 million in 2001-02 to almost 340 million in 2004-05.

CIPFA’s Public Library Statistics 2005-06 Estimates and 2004-05 Actuals show that libraries have successfully increased visitor numbers by offering more convenient locations, modern surroundings and the increased availability of internet and electronic facilities. Despite a 3.1% fall in book issues since 2003-04, over 330 million were borrowed in 2004-05.

Leisure and Recreation Statistics 2005-06 Estimates

The importance of leisure, culture and recreation can be seen in the context of promoting and improving the economic, social and environmental health and 'well-being' of local areas, a key government aim. This can be achieved through increasing participation in activities and widening access to facilities for all groups in society, especially those disadvantaged. Within this context, local authorities act as both key providers and strategic facilitators of provision by others. They must also have regard to the performance framework introduced by Best Value and Comprehensive Performance Assessment (CPA).

Charges for Leisure Services Statistics 2005-06

Charges for leisure services continue to rise at a faster rate than the RPI, with average charges increasing by just over 4% on 2004-05. The main increases have occurred in outdoor sports with season tickets for Golf and Bowls both rising by over 9%. However the average annual charge for fitness suites has fallen by just under 1%.

There are also a growing number of authorities offering leisure facilities free of charge to senior citizens and juniors, rising by over a sixth on last year.
